When County Search Comes First
County routing matters because the same person may pass through more than one system. A Phoenix, Tucson, Flagstaff, Yuma, Nogales, or border-area arrest may begin with a city police department or sheriff, move to a county jail, appear in a Justice Court or Superior Court, and later shift to ADCRR, BOP, ICE, or a tribal system. The county roster can show booking status, custody status, charges, bond, and release or transfer clues, but those fields vary by county. Some counties have searchable roster-style tools. Others use jail logs, reports, phone calls, or public-records requests.
Arizona research also shows county-level variation in mugshot access. Maricopa has a public mugshot lookup route, while some counties publish no booking-photo gallery or have narrowed roster display after legal review. Juvenile detention, sealed cases, victim or witness data, medical records, mental-health information, investigative details, and security-sensitive jail data can be restricted. Arizona County Custody Limits
County jail custody is different from state prison custody. County jails hold people booked after arrest, pretrial detainees, people serving short county sentences, city or municipal court prisoners, transfer holds, and some contract or agency holds when local agreements exist. ADCRR holds sentenced Arizona state prisoners and some people under state supervision. A person arrested yesterday usually will not appear in ADCRR unless the case has already produced a state-prison commitment and transfer.
The directory also helps when the first search fails. If a county roster no longer shows the person, possible explanations include release, bond, transfer to another county, court remand to another agency, hospital or medical movement, ADCRR transfer after sentencing, BOP transfer on a federal sentence, ICE detention, or a stale local roster. If the arrest involved tribal land, the county jail and Arizona Public Access may not have every record because tribal police, tribal courts, BIA-related systems, and tribal corrections departments may control the file.

Arizona Court and Agency Routing
Arizona Public Access is useful after a jail arrest, but it has limits. The statewide portal is updated weekly each Friday to reflect information through Wednesday, covers case information from most but not all courts, is CAPTCHA-gated, and is not the official court record. eAccess provides online access to Superior Court records for many civil and criminal cases filed on or after July 1, 2010, with the Pima County criminal-case exception noted in the research. Sealed, restricted, confidential, juvenile, mental-health, probate, victim/witness, protection-order, some administrative, and some local-ordinance records can be unavailable online.
Federal and immigration custody require different tools. The BOP locator covers federal inmates incarcerated from 1982 to the present, but BOP warns that release dates may change as sentences are reviewed or recalculated. ICE ODLS searches by A-Number and country of birth or by biographical information, and ICE states that ODLS cannot search records for people under 18. In Arizona, federal and immigration custody may be especially relevant near the border or around Phoenix, Tucson, Florence, Eloy, San Luis, and Yuma.
